The U.S. Army Corps of Engineers (USACE), Honolulu District (POH) is issuing a combined Synopsis/Solicitation Notice for a Blanket Purchase Agreement (BPA) to provide an indefinite quantity of real estate appraisal reports and appraisal related services in USACE POH's Area of Responsibility (AOR). The Contractor shall furnish all labor, materials and equipment necessary to perform real estate appraisal products needed for each BPA call under the agreement. The results of appraisal services will be used to establish the basis for negotiating real estate transactions for properties within the USACE POH AOR (State of Hawaii, American Samoa, the Territory of Guam, and the Commonwealth of the Northern Mariana Islands). Blanket Purchase Agreement (BPA) to provide an indefinite quantity of real estate appraisal services for properties within the USACE POH AOR. The types of appraisal services to be acquired are but not limited to: - Commercial office space and properties - Leases for telecommunications towers and land - Easements for rights-of-way - Leases for acquisitions and outgrants (grazing, salvage value, timber, rock, sand, gravel, etc) - Tract appraisals for Fair Market Value of real property for acquisition and disposal - Gross appraisals for Civil Works and Planning Estimates - Residential properties - Industrial and Light industrial properties The period of performance of the resulting agreement will be five (5) years from the date of award. The BPA Master Limit is $350,000; where no single BPA call may exceed the remaining capacity of the BPA. Pricing will be evaluated under each individual call issued under the BPA. In accordance with FAR 12.201-1(e)(3), the Government is only obligated to the extent that authorized orders are placed under BPAs. Interested vendors are notified that the Government's intent is to award multiple (at least 3) Purchase Agreements from this solicitation.

USACE may engage the services of qualified and competent contract appraisers and consultants to augment staff capabilities. The Real Estate Division focuses on acquisition, management, and disposal of real estate, including title search and appraisal services. This contract aims to establish a Blanket Purchase Agreement (BPA) for an indefinite quantity of real estate appraisal reports and related services within the USACE POH's Area of Responsibility (AOR), which includes Hawaii, American Samoa, Guam, and the Northern Mariana Islands. Work Details The contractor shall provide all labor, materials, equipment, and expertise necessary to perform real estate appraisal services as needed under the BPA. Specific tasks include: 1.
