Background

The Regulation and Licensing Department of the State of New Mexico is seeking a sole source contract with the Conference of State Bank Supervisors (CSBS) to enhance its ability to oversee state-chartered and state-licensed financial institutions. The goal is to provide nationwide supervisory coordination, regulatory support, and shared infrastructure that strengthens the state's regulatory capabilities.

Work Details

The contractor shall provide the following services: 1. Nationwide supervisory coordination and regulatory support for New Mexico's financial regulatory agency. 2. Access to national regulatory forums and advocacy before federal policymakers. 3. Analytical tools for identifying industry risks, coordinating multistate oversight, and supporting incident response activities. 4. Delivery and maintenance of shared supervisory systems such as the Nationwide Multistate Licensing System (NMLS) and the State Examination System (SES). 5. Provision of data and risk-analysis tools, examiner training, and accreditation programs. 6. Support for improving supervisory efficiency, promoting consistency in regulatory practices, and enhancing consumer protection across New Mexico's financial services landscape.

Period of Performance

The contract will be effective for four years beginning July 1, 2026.

Place of Performance

The services will be performed primarily in New Mexico, with potential national coordination aspects as required.

Bidder Requirements

The prospective contractor must be the Conference of State Bank Supervisors (CSBS), which has a unique statutory role representing state financial regulators from all 50 states. CSBS must maintain proprietary national technology systems essential for New Mexico’s regulatory functions.
