Treutlen County CDBG-DR Resiliency Center

Background

The Georgia Department of Community Affairs is seeking proposals from architectural firms to assist in the implementation of Community Development Block Grant (CDBG) programs. The goal is to contract for architectural preliminary design services for a potential 26 CDBG-DR project, aimed at constructing a Resiliency Center. Firms must be technically qualified and licensed in Georgia.

Work Details

Firms are required to submit the following information for evaluation: 1) History of the firm and resources; 2) Experience with CDBG/EIP/RDF and other DCA grant programs; 3) Key personnel qualifications; 4) Current workload; 5) Proposed scope and level of service; 6) Experience with similar projects and references; 7) Fees associated with the Preliminary Architect Report (PAR) and Design/Construction Management Services if funded; 8) Errors and Omissions Insurance; 9) Statement of Qualifications Form; 10) Section 3 Certification Form (if claiming Section 3 Status). The draft PAR is due by July 19, 2026.

Period of Performance

The contract will be performed from the date of award until the completion of services, with specific deadlines such as the draft PAR due by July 19, 2026.

Place of Performance

The project will take place in Treutlen County, Georgia.

Bidder Requirements

Firms must be licensed in Georgia and have a strong record in assisting local governments with CDBG programs. They must also comply with Section 3 requirements under HUD regulations, which encourage participation from low- and very low-income residents and businesses.
