Summary: Background The Department of Veterans Affairs (VA) is issuing this solicitation for the installation of Data Drops and Power Outlets as part of the Electronic Health Record Modernization (EHRM) project at the Minneapolis VA Medical Center. The goal is to enhance the facility's electrical power distribution systems in compliance with federal, state, and local codes, as well as National Fire Protection Association (NFPA) requirements. This project is set aside for Service-Disabled Veteran Owned Small Business (SDVOSB) concerns under Public Law 109-461. Work Details The contractor will be responsible for providing all labor, materials, and equipment necessary to complete the installation of Data Drops and Power Outlets. Specific tasks include: - Installation of Integrated Over-Current Elements (OCEs), Tracking Boards, and Wall Mounts. - Compliance with VHA Directive 1028 regarding Electrical Power Distribution Systems. - Adherence to all applicable federal, state, and local codes and laws. - Coordination with existing building elements to ensure proper installation without conflicts. Period of Performance The contractor shall begin performance within 10 calendar days after receiving the award and complete it within 95 calendar days after receiving notice to proceed. Place of Performance Minneapolis VA Medical Center, One Veterans Drive, Minneapolis, MN 55417-2309. Bidder Requirements Bidders must be verified as Service-Disabled Veteran Owned Small Businesses (SDVOSB) in the VetCert database. They are required to furnish performance and payment bonds within 10 calendar days after award. Additionally, bidders must comply with limitations on subcontracting and provide a signed certificate of compliance. Incumbent Analysis (see Incumbents section for more detail) This opportunity appears to have a confirmed incumbent and/or closely related prior contract, as Preferred Electric was awarded a $403,390 low-voltage IDIQ (36C26320D0057) for ongoing maintenance and installation needs at the Minneapolis VA Health Care System from 07/01/20–06/30/25. The current requirement for installing data drops and power outlets as part of the VA EHRM electrical/power distribution upgrades is consistent with the prior low-voltage maintenance/installation scope at the same Minneapolis VA facility, suggesting it may be a continuation or related phase of similar work.
