This is a Sources Sought Notice to determine small business sources capable of Fire Alarm Panels and Installation of Edwards EST4 Brand Name Only system per this notice under NAICS 561621 (Security Systems Services (except Locksmiths)) Small business size standard is $25 million. Product Service Code (PSC) is N063 (Installation of equipment- alarm, signal, and security detection systems). BACKGROUND: THIS IS A SOURCES SOUGHT NOTICE BEING RELEASED PURSUANT TO FEDERAL ACQUISITION REGULATION (FAR) PART 10: MARKET RESEARCH. This notice is issued solely for informational, market research, and planning purposes only. It does not constitute a solicitation or a promise to issue a solicitation in the future. This notice does not commit the Federal Government to contract for any service at this time. Further, the U.S. Department of Veterans Affairs, Network Contracting Office (NCO) 23/ Supply Services Team 1 is not at this time seeking offers, and will not accept unsolicited offers. Respondents are advised that the Federal Government will not pay for any information or administrative costs incurred in response to this notice. All costs associated with responding to this notice will be solely at the responding party s expense. Responses to this notice are not offers and cannot be accepted by the Federal Government to form a binding contract. OBJECTIVE: The objective of this notice is to conduct market research to determine if there are Service Disabled Veteran Owned Small Business (SDVOSB) or Veteran Owned Small Business (VOSB) sources, or any other Small Businesses capable of providing Fire Alarm Panels and Installation for the St. Cloud VA Medical Center. Summary: Background This Sources Sought Notice is issued by the U.S. Department of Veterans Affairs, Network Contracting Office (NCO) 23, to conduct market research for potential small business sources capable of providing Fire Alarm Panels and Installation for the St. Cloud VA Medical Center. The notice aims to identify Service Disabled Veteran Owned Small Businesses (SDVOSB), Veteran Owned Small Businesses (VOSB), or other small businesses that can fulfill these requirements. This notice is for informational purposes only and does not constitute a solicitation or commitment from the Federal Government to contract for services. Work Details The contractor will be responsible for furnishing, installing, and providing all equipment, labor, materials, and services required to replace existing fire alarm panels with Edwards EST4 systems. Specific tasks include: - Replacing 1 EST3 panel and 25 EST3X fire alarm panel assemblies. - Installing 17 remote annunciators connected to the new system. - Upgrading the FireWorks Incident Management Platform software and hardware in Building 7. - Ensuring integration with existing Edward components while maintaining operational continuity of the fire alarm system during installation. - Conducting work Monday through Friday from 8:00 am to 4:30 pm, excluding federal holidays. - Providing onsite training for 8 VA staff members on the new system's maintenance and operation. - Performing testing and final inspections with VA staff present to ensure full functionality of the installed systems. Period of Performance The contract work is expected to be completed within 90 calendar days after notice to proceed, with an administrative period of 40 days and field work scheduled for 50 days.
