Background

Tarrant County College District (TCCD) is a public institution of higher education committed to providing transformative educational opportunities. The College serves nearly 100,000 students annually and employs over 2,500 faculty and staff. TCCD aims to enhance student success and community impact through its multiyear strategic plan, 'Trailblazing Together: 2030.' This RFP seeks a comprehensive syllabus management solution to streamline course requirement management and ensure compliance with state and federal regulations, particularly Texas House Bill 2504.

Work Details

The selected vendor will provide a cloud-based Software as a Service (SaaS) platform that centralizes syllabus creation and management. Key functionalities include: - A single-source syllabus tool compliant with HB 2504, viewable in both the Learning Management System (LMS) and Student Information System (SIS). - Real-time updates for faculty to ensure consistent information across platforms. - Centralized storage with search capabilities for syllabi. - A faculty CV tool that meets compliance requirements. - Configurable templates for standardization across courses. - Compliance dashboards for tracking completion. - Role-based access permissions for different user levels (faculty, academic leaders, district staff). - Integration capabilities with existing systems like SIS and LMS (e.g., Canvas, Blackboard). - Analytics tools for reporting on syllabus completion and compliance.

Period of Performance

The initial contract term is three years with the option for two additional one-year renewals, totaling a maximum of five years.

Place of Performance

The contract will be performed at Tarrant County College District campuses located in Fort Worth, Texas.

Bidder Requirements

Vendors must be licensed to operate in Texas or commit to obtaining such licensing within 30 days of selection. They must demonstrate experience in providing syllabus management software for at least five years and have completed three SaaS implementations of similar tools. Compliance with accessibility standards (WCAG 2.1 AA), data security measures (FERPA), and organizational change management strategies are also required.
