Background The U.S. Fish and Wildlife Service (FWS) is issuing this solicitation for herbicide application services at the San Bernard National Wildlife Refuge, specifically targeting invasive Chinese tallow trees (Triadica sebifera). The goal of the contract is to control invasive and nuisance vegetation over a designated area of 308 acres in Brazoria, Texas, as part of the agency's mission to preserve wildlife habitats. Work Details The contractor shall provide all labor, equipment, herbicides, supervision, transportation, and incidentals necessary to perform herbicide application services. Specific tasks include: - Application of herbicides using Clearcast, IMOX, or Castaway (active ingredient: ammonium salt of imazamox 12.1%) or approved equivalent formulations appropriate for target species and environmental conditions. - Services must comply with the attached Statement of Work and Wage Determination 2015-5233, revision 33. - Herbicide application shall not occur when sustained winds exceed 10 mph or during precipitation events. - The contractor must verify all acreage, access routes, and field conditions prior to submitting a quote. Failure to inspect site conditions does not relieve the contractor from performing all work required under this RFQ. Period of Performance The period of performance for this contract is from August 3, 2026, to November 30, 2026. Place of Performance The contract will be performed at the San Bernard National Wildlife Refuge - Big Pond Unit in Brazoria County, Texas. Bidder Requirements Offerors must possess current Texas commercial pesticide applicator licenses applicable to herbicide application. A site visit is highly encouraged to verify terrain, vegetation density, and access conditions. Quotes must be submitted on company letterhead with a total price that includes a breakdown of costs. Offerors are required to provide one copy of an itemized price proposal and one copy of a technical proposal that includes references using the attached 'Past Experience and Reference Form'.
