The City of Rocky Mount Urban Area Metropolitan Planning Organization (RMUAMPO) is seeking qualified consulting firms to develop a Comprehensive Multi-Modal Metropolitan Transportation Plan (MTP). This plan will guide long-range transportation planning in compliance with federal and state regulations, addressing a minimum 20-year planning horizon and incorporating multimodal strategies to meet current and future transportation demands.
The consultant will provide professional services that include: 1. Project Administration: Conducting a kick-off meeting, preparing project schedules and work plans, providing project updates, and preparing progress reports. 2. Public and Stakeholder Engagement: Developing a public engagement strategy that includes outreach goals, stakeholder identification, engagement activities, and marketing materials. The consultant will also form a Steering Committee for targeted input. 3. Plan Development: Creating the MTP that includes long-range and short-range strategies for an integrated multimodal transportation system. This involves validating data consistency with current conditions, coordinating with state implementation plans, assessing transportation demand, and evaluating system performance against targets. 4. Documentation: Producing all required documentation including meeting notes, public involvement appendices, progress reports, and final MTP documentation.
The contract period is expected to commence upon the issuance of the Notice to Proceed and will continue until the completion of the MTP development process as outlined in the project schedule.
The work will primarily be performed within the Rocky Mount Urban Area MPO jurisdiction in North Carolina.
Consultants must be prequalified in NCDOT Task Codes #261 (Long Range Planning) and #141 (Multimodal Transportation Planning). All consultants must comply with North Carolina laws regarding licensing and demonstrate good faith efforts to include minority business participation in their proposals.
