Summary

I. Introduction The Transportation Security Administration (TSA), an operational component of the Department of Homeland Security (DHS), protects the nation's transportation systems with the mission of ensuring freedom of movement for people and commerce. TSA's Enrollment Services and Vetting Programs (ESVP) requires Secure Identity Management Support (SIMS) that will focus on technical expertise for credentials issued using the TSA's Security Threat Assessment (STA). ESVP manages a variety of programs that are critical to U.S. transportation and national security. These programs conduct Security Threat Assessments (STA) for individuals in accordance with the programs' statutory and regulatory requirements. A key part of these STAs is the collection, processing, and storage of biometrics, that are used to perform the required immigration, terrorism, and Criminal History Records Checks (CHRC) with multiple federal and state agencies. Technical expertise is needed to efficiently and effectively address capabilities, anomalies, and vulnerabilities related to biometric and identity assurance initiatives and requirements across all of the ESVP vetting and credentialing programs. The TSA seeks to gain knowledge of market capabilities, identify qualified vendors, and better develop an acquisition strategy and is seeking input from industry regarding an upcoming requirement for secure identity management support. The TSA anticipates that the period of performance for this requirement will be for a total of five (5) years consisting of one (1) base year and four (4) option years. The anticipated award date is FY26 Q4. II. Technical Requirements This scope of work requires the contractor to provide biometric subject matter expertise for ESVP and its portfolio of security threat assessment programs, including but not limited to those outlined in 2.0. The contractor shall provide analysis, research, and reporting on biometric identification and authentication methods, requirements, technology, and tools. The contractor shall provide support to establish support to initiate new TSA ESVP vetting requirements, technology and tools. Additionally, the contractor shall provide Best Practices and implementation guidance for biometric submissions, alternative capture/transmission standards, white papers' on other DHS/USGOV fingerprint technologies, and position/topic papers addressing current and future biometric capabilities. III. Request For Information (RFI) The anticipated North American Industry Classification System Code (NAICS) for this requirement is 541690 Other Scientific and Technical Consulting Services. This RFI Synopsis is requesting responses from businesses that can provide the required services under the NAICS Code 541690. IV. Summary (Newest Update)

Background The Transportation Security Administration (TSA), part of the Department of Homeland Security (DHS), is responsible for protecting the nation's transportation systems and ensuring freedom of movement for people and commerce. The TSA's Enrollment Services and Vetting Programs (ESVP) requires Secure Identity Management Support (SIMS) to enhance technical expertise related to credentials issued through the TSA's Security Threat Assessment (STA). This support is vital for managing various programs critical to U.S. transportation and national security, which involve the collection, processing, and storage of biometrics for immigration, terrorism, and Criminal History Records Checks (CHRC). The TSA is seeking input from industry to develop an acquisition strategy for this requirement, anticipating a total period of performance of five years with one base year and four option years. Work Details The contractor will provide biometric subject matter expertise for ESVP's security threat assessment programs. Key tasks include: - Conducting analysis, research, and reporting on biometric identification and authentication methods, requirements, technology, and tools. - Supporting the establishment of new TSA ESVP vetting requirements, technology, and tools. - Providing best practices and implementation guidance for biometric submissions. - Developing white papers on DHS/USGOV fingerprint technologies. - Offering recommendations on using FBI Rap Back services in recurrent vetting operations. - Maintaining user interface design and operational tools that support Rap Back solutions. - Participating in workflow development processes to automate Rap Back into TSA vetting programs. - Preparing monthly status reports detailing accomplishments, risks, and recommendations. - Creating training guides and a final report summarizing work completed during the contract period. Period of Performance The anticipated period of performance is five years total: one base year followed by four one-year option periods. Place of Performance Services will be performed on-site at TSA Headquarters located at 6595 Springfield Center Drive, Springfield, VA 22150. Bidder Requirements Bidders must demonstrate subject matter expertise in identity management and biometrics consulting with a minimum of 3 years of relevant experience. Key personnel qualifications include: - Subject Matter Expert Level I: Bachelor’s degree in engineering or technical management discipline or equivalent experience; knowledge in biometric standards; experience with credential validation solutions; risk assessment skills. - Subject Matter Expert Level II: At least 10 years of identity management or biometrics consulting experience. Incumbent Analysis (see Incumbents section for more detail) This opportunity appears to have a confirmed incumbent, with Identification Technology Partners awarded GS07F5866R-70T02021F7500N017 for $15,721,151 (08/30/21–08/29/26) to provide Secure Identity Management Support (SIMS). A closely related prior task order under the same contract vehicle (GS07F5866R-70T02021F7500N015) also awarded Identification Technology Partners $5,884,527 (08/23/21–08/22/26) for TSA credentialing management support. The current SIMS scope—biometric subject matter expertise for TSA ESVP security threat assessments, including analysis of biometric identification/authentication methods and support for vetting workflows and tools—appears to align with these earlier SIMS/credentialing efforts as a continuation of ongoing identity and credentialing support activities.
