Uninterrupted Electronic Publishing of New Mexico State Laws Professional Services

Background

The New Mexico Compilation Commission is responsible for the uninterrupted electronic publishing of the laws of the State of New Mexico. The goal of this contract is to preserve and protect the State's official copyrighted integrated database, reduce operational costs, and provide all official legal content for free to the citizens of New Mexico. The contract will be executed with Lexum Informatique Juridique Inc., a sole source provider uniquely qualified to meet these needs.

Work Details

Lexum will provide the following services: 1. Support and maintain NWOneSource.com, including various legal documents such as the Constitution of the United States, Constitution of New Mexico, historical databases, Session Laws from 1993, New Mexico Statutes Annotated from 1978, Appellate Reports from 1852, court opinions, unpublished decisions since 2009, and more. 2. Year-round unlimited technical support services with a dedicated team. 3. Conversion software for complex legal documents. 4. Import and integrate new content as requested by the Commission. 5. A demo environment for testing new uploads before going live. 6. Ensure updates are made within one hour for all content types. 7. Support bulk content updates for current statutes and rules. 8. Allow end users to create customized print content. 9. Provide editorial services for publishing Session Laws within five weeks of receiving files. 10. Maintain a free personal legal research workspace for users.

Period of Performance

The contract term is four (4) years.

Place of Performance

Services will be performed remotely but are primarily focused on supporting NWOneSource.com, which serves citizens in New Mexico.

Bidder Requirements

This is a sole source contract with Lexum Informatique Juridique Inc., indicating no competitive bidding process was required due to their unique capabilities and established relationship with the Commission.
