Summary (Newest Update)

Background The United States Space Force (USSF) System Delta 80 Small Launch and Targets Division, also known as the Rocket Systems Launch Program (RSLP), is issuing this Commercial Solutions Opening (CSO) to solicit innovative commercial products, technologies, or services. The goal of this CSO is to acquire solutions that can support upcoming target launch missions and ensure successful and repeatable launches. The process will involve competitive awards based on peer reviews of submitted proposals. Work Details The CSO seeks interest from potential launch service contractors to provide launch services that guarantee successful target launches. Key areas of interest include: - Innovative approaches to maximize Launch Availability, aiming for a launch rate of 2-3 times per week. - Production availability: Ensuring the launch service contractor can provide target launch vehicles (LVs) to support all required launches. - Day of Launch availability: Successfully launching the target LV at the planned time. Interested providers must submit a one-page response referencing RSLP Targets, including unclassified and non-proprietary information, by the specified deadline. Period of Performance The geographic location(s) the contract will be performed (if provided) Bidder Requirements Bidders must meet the following requirements: - Provide documentation attesting to compliance with US Commercial Provider requirements as per the Commercial Space Act of 1998. - Include a Cage Code to verify active registration and certification in the Defense Logistics Agency Joint Certification Program. - Interested parties must contact the agency to request a detailed CSO and provide contact information for receiving this information. Incumbent Analysis (see Incumbents section for more detail) This opportunity appears to have a confirmed incumbent and/or closely related prior contract based on Firefly Space Transport Services’ award under FA881820D0004-FA881825FB004 (RSLP OSP-4), valued at $49,315,680 for launch services supporting the Space Safari TACRS. The prior work is directly tied to providing launch services for RSLP target missions, and the current CSO’s focus on ensuring successful, repeatable target launches and launch availability suggests continuity in mission support requirements.
