General and Floor Cleaning Services

Background

The Cecil County Health Department, part of the Maryland Department of Health, is seeking bids for general and floor cleaning services at their facility located at 401 Bow Street, Elkton, Maryland. The goal of this contract is to ensure a clean and sanitary environment for the health department's operations, which spans approximately 44,000 square feet.

Work Details

The contractor will provide both general cleaning services and floor cleaning services for designated Cecil County Health Department facilities. Services include:

General Cleaning Services

- Routine cleaning and sanitizing of offices, restrooms, waiting areas, conference rooms, and common areas (Daily). - Dusting, vacuuming, sweeping, and mopping of floors. - Trash removal and replacement of liners. - Cleaning and disinfecting of high-touch surfaces. - Restocking restroom supplies as provided by the Health Department. - Interior window and glass cleaning as specified.

Floor Cleaning Services

- Stripping and refinishing of resilient flooring surfaces. - Buffing and burnishing of floors. - Carpet cleaning and extraction services. - Spot treatment and stain removal. - Scheduled deep cleaning and maintenance of all designated flooring surfaces.

Period of Performance

The contract will commence on July 1, 2026, and will continue through June 30, 2027, with the option for five additional one-year renewal terms.

Cecil County Health Department building located at 401 Bow Street, Elkton, Maryland.

Bidder Requirements

Bidders must have a minimum of two years' experience in providing janitorial and floor maintenance services similar in type and size. They must provide five professional references attesting to their ability to deliver comparable services. All employees assigned to the contract must be at least 18 years old. Bidders are required to furnish proof of insurance including Workmen’s Compensation, Employer’s Liability, Manufacturer’s Liability, Bodily Injury Liability, Property Damage Liability, and a Surety Bond.
