36C78626B0025 Project Number: 884-MR26-007 Description: Repair Sprinkler System Pumps and Motors at Black Hills National Cemetery This notice is provided for information purposes only and does not constitute a request for Bid, Proposal, or Quote. The Department of Veterans Affairs (VA), National Cemetery Administration (NCA) intends to issue solicitation number 36C78626B0025 entitled, Repair Sprinkler System Pumps and Motors at Black Hills National Cemetery on or about June 11, 2026, unless additional notice is given, or this notice is modified or cancelled. Statement of Work: The Contractor shall provide all Management, Supervision, Labor, Equipment, Materials, Parts, Tools, etc., required, and necessary to provide complete construction services to pull and rebuild three pumps and three motors on sprinkler system located at Black Hills National Cemetery, 20901 Pleasant Valley Drive, Sturgis, SD 57785. Maintenance must be accomplished during winter months (October-March) when sprinkler system is not in use. Contractor shall Inspect the Black Hills National Cemetery grounds where the work is to be completed and ascertain the work deemed necessary and required to complete the work outlined herein (failure of the Contractor to fully inspect the buildings and grounds prior to performing the work shall not relieve the Contractor from performing in accordance with the intent and meaning of the specifications without additional cost to the Government). The Contractor shall submit an After Inspection Report of Contractor s findings, listing any deficiencies found and recommendations to the COR and Contracting Officer for review and approval prior to commencing any work. The work shall include all aspects of the work needed to pull and rebuild 3 pumps and 3 motors on irrigation system as stated and described herein and shall be in full compliance with all related specifications requirements, including, but not limited to, the Contractor providing all required necessary permit(s). All work required to achieve the satisfactory performance results shall be at the Contractor's expense with no additional costs to the Government. Remove, rebuild and re-install sprinkler system pumps and motors. A crane is required to remove and re-install pumps and motors. Pump work for (3) pumps will include: disassemble, mechanical and electrical inspection, clean parts, dip/bake stator, post bake-clean parts, balance rotor, install bearings, re-assemble, post testing, paint. (1) Sustaining pump Grundfos, model 40S (2) American Turbine pumps model 10H60-8 Depth of pump wells are 14 feet 6 inches. The intent is to remove the existing pumps and motors, transport them to a qualified facility, and refurbish them, including full disassembly, inspection, repair and reassembly. Complete replacement of an entire motor or impeller pump is not required. Motor work for (3) motors will include: disassemble, mechanical inspection, check run-out, clean parts, machine lathe, balance impellers, reassemble, paint. (1) Sustaining motor, Grundfos, model 40S (2) 50 hp US Electrical Motors Maintenance must be accomplished during winter months (October-March) when sprinkler system is not in use. The pumphouse skylight is fully operable. All services performed by the contractor must adhere to National Cemetery Administration standards. Period of Performance The Contractor shall complete all work including submittals, reviews, quality control, repair/construction services, punch list corrections, clean up, invoicing and closeouts documentation submittal within ninety (90) calendar days from Government issuance of the Notice to Proceed. The magnitude of construction for this project is Between $25,000 and $100,000 per FAR 36.204. The response submittal address, date and time will be included in the solicitation. This procurement is 100% Set-Aside for Service-Disabled Veteran Owned Small Business (SDVOSB) concerns. Only verified SDVOSB firms are eligible to submit an offer or receive an award of a VA contract that is set-aside for SDVOSB in accordance with VAAR Part 819. A non-verified vendor that submits a bid or proposal will be rejected as non-responsive.
