This notice is issued by the NASA/Goddard Space Flight Center to post a Statement of Work to solicit responses from interested parties. This document is for information and planning purposes and to allow industry the opportunity to verify reasonableness and feasibility of the requirement, as well as promote competition. The purpose of this procurement is to acquire specialized systems, software, and security engineering services to provide integrated verification and validation, mission security, and simulation and test environments serving as a critical partner throughout the lifecycle of NASA's mission critical programs. These services are performed on selected systems being developed by or for NASA or other government and commercial entities to provide our customers with objective evidence that their safety and mission critical systems and software will operate reliably, safely, and securely. The services performed by the Contractor will align with the strategic growth areas to support and enhance NASA's mission assurance capabilities, support evolving technological requirements, and ensure the safety and reliability of NASA systems and software. Contractor performance will align with applicable NASA Procedural Requirements, relevant standards, and verification and validation methodologies as directed by the Government. NASA/Goddard Space Flight Center (GSFC) is hereby soliciting information from potential sources for Advanced Risk Reduction for Mission-Critical Systems (ARRMS). The National Aeronautics and Space Administration (NASA) (GSFC) is seeking capability statements from all interested parties, including all socioeconomic categories of Small Businesses (SB) and Historically Black Colleges and Universities (HBCU)/Minority Institutions (MI) for the purposes of determining the appropriate level of competition and/or small business subcontracting goals for ARRMS. Vendors are encouraged to demonstrate capabilities as a prime, subcontractor and/or teaming partner. The Government reserves the right to consider a Small Business, Small Disadvantaged Business (SDB), HUBZone, Veteran Owned Small Business (VOSB), Service-Disabled Veteran Owned Small Business, and Women-Owned Small Business (WOSB) business set-aside based on responses received. Respondents are requested to provide informed input on realistic and appropriate SB subcontracting and/or participation goals for the specific requirement. This type of feedback supports NASA's market research and helps ensure the acquisition strategy is aligned with actual industry capability. Industry feedback is requested for: 1.SB Subcontracting goals; 2 Barriers that may limit SB participation, such as certifications, uniquetechnical requirements, security needs, specialized tools, or high-risk performance areas and/or 3.Strategies to increase SB participation, including: Breaking requirements into smaller components Identifying areas appropriate for subcontracting Considering teaming or mentor prot g approaches The RFI is not be construed as a commitment by the Government, nor will the Government pay for the information submitted in response. The Government may not respond to questions/concerns submitted. The Government will use the information to finalize the RFP as necessary. Interested firms having the required capabilities necessary to meet the above requirement described herein should submit a capability statement of no more than 10 pages indicating the ability to perform all aspects of the effort by: (1) Addressing all of the functional areas outlined in the attached draft ARRMS Statement of Work (SOW) and, (2) Summarizing relevant past experience. Background The NASA/Goddard Space Flight Center is issuing this notice to solicit responses from interested parties regarding the Advanced Risk Reduction for Mission-Critical Systems (ARRMS). The purpose of this procurement is to acquire specialized systems, software, and security engineering services that provide integrated verification and validation, mission security, and simulation and test environments. These services are essential for ensuring the reliability, safety, and security of NASA's mission-critical programs throughout their lifecycle. Work Details The contractor will perform a range of tasks including: 1. Providing independent verification and validation (IV&V) services across core activities such as requirements verification, design analysis, code review, test evaluation, independent test execution, and operational-readiness assessments for systems like spacecraft and mission-operations software. 2. Developing and maintaining system and software simulation and test environments including digital twins and hardware-in-the-loop platforms. 3. Conducting comprehensive system vulnerability assessments to identify security risks impacting mission success. 4. Delivering risk communication products tailored for both technical and senior leadership audiences. 5. Supporting the development of high-fidelity simulation capabilities that replicate mission environments. 6. Engaging in continuous innovation by proposing methodological improvements in IV&V processes. Period of Performance The period of performance will be defined in individual Task Orders (TOs) issued under this contract. Place of Performance The primary location for performance will be at the KJIVV Facility in Fairmont, WV, with potential off-site work as authorized by the Government. Bidder Requirements Bidders must demonstrate capabilities as a prime contractor or subcontractor with relevant experience in IV&V services. They should possess necessary certifications related to software assurance standards (e.g., NASA SA Standard), have personnel with appropriate security clearances, and demonstrate experience with NASA Procedural Requirements. Incumbent Analysis (see Incumbents section for more detail) This opportunity appears to have a confirmed incumbent, as Science Applications International Corporation was awarded contract 80GSFC22CA049 (10/01/22–09/30/27) valued at $170,000,000 for systems and software assurance services, including IV&V and safety/mission assurance analysis, along with vulnerability and risk assessments and support for mission-critical software testing (e.g., JSTAR) under NASA GSFC’s IV&V program. The ARRMS RFI similarly calls for independent verification and validation across requirements/design/code/test activities, mission security and vulnerability/risk assessments, and development/maintenance of simulation and test environments, which aligns with the described scope as a continuation or expansion of ongoing NASA mission-assurance and IV&V support.
