Alternative Program Services

Background

The Brandywine School District is seeking professional services from qualified vendors to provide a comprehensive educational program aimed at supporting students who have violated the Student Code of Conduct or require additional emotional and social services. The goal is to create an individualized educational opportunity that caters to students who have not succeeded in traditional school settings. This RFP is issued under Delaware Code sections 29 Del. C. §§ 6981 and 6982.

Work Details

The selected vendor will provide a comprehensive program that includes: 1. **Synchronous Virtual Instruction**: Live virtual learning sessions using approved platforms, with engagement occurring at least three times per week for students and parents/guardians. Staff must be available for support outside traditional hours, including home visits if necessary. 2. **Counseling Services**: Virtual counseling sessions at least twice a week to assess student needs and provide family support. 3. **In-Person Services**: Accessibility for students needing in-person support. 4. **Staffing Requirements**: Resumes of key personnel must be included, and all instructional staff must hold valid Delaware teaching certificates. 5. **Student Capacity**: The program should accommodate up to 65 students at any time through a rotating enrollment model. 6. **Extended Learning Opportunities**: Summer programming and credit recovery opportunities as required by the District. 7. **Technology Platform Requirement**: Use of the District’s designated online educational platform for instruction and monitoring.

Period of Performance

The contract term is for one year with three optional one-year extensions, subject to funding availability.

Place of Performance

Services will be performed within the Brandywine School District, Delaware.

Bidder Requirements

Vendors must possess necessary Delaware licenses/certifications, provide proof of insurance prior to contract start, submit a staffing plan, and demonstrate experience with non-traditional students. The proposal must include business references and comply with all applicable laws.
