Background

The Town of Cary is issuing this Request for Qualifications (RFQ) to solicit proposals from qualified firms to provide Subsurface Utility Engineering (SUE) services. The goal of this contract is to establish the location of existing underground utilities within the proposed project limits of various construction projects in the planning, design, preconstruction, or construction phase. The selected firm(s) will be contracted on an on-call and as-needed basis for a period of two years, with an option for a two-year extension. Contracts will be awarded based on unit costs with individual task orders funded through existing Town projects or operational funds.

Work Details

The scope of services includes: 1. **Designating – Quality Level B**: Determine the existence and horizontal location of underground utilities using surface geophysical techniques; coordinate with utility providers; secure all necessary information; designate and mark the horizontal location of utilities; maintain horizontal accuracy of +/- 1.5 feet; provide recommendations for further investigations if necessary. 2. **Locating – Quality Level A**: Determine precise horizontal and vertical positions, size, condition, and material characteristics of underground utilities using vacuum excavation; excavate test holes without damaging existing utilities; backfill with approved material; furnish permanent above-ground markers; certify all locating services by a professional land surveyor. General requirements include providing necessary equipment, traffic control, obtaining permits, and ensuring all work meets ASCE Standard 38-02.

Period of Performance

The contract will be performed over a period of two years from the date of award, with an option for a two-year extension.

Place of Performance

The services will be performed within the Town of Cary and surrounding areas as specified in individual task orders.

Bidder Requirements

Firms must demonstrate experience with similar projects in the last five years and provide at least three references. Proposals must comply with submission requirements outlined in the RFQ, including electronic submission formats. The selected firms must maintain appropriate licenses and insurance as specified.
