Contracts to Provide Housing Support Services

Background

The Massachusetts Department of Mental Health (DMH) has received a grant from the US Department of Housing and Urban Development (HUD) through its Continuum of Care (CoC) Program. The CoC Program aims to promote communitywide commitment to ending homelessness, provide funding for nonprofit providers and government efforts to quickly rehouse homeless individuals and families, minimize trauma caused by homelessness, promote access to mainstream programs, and optimize self-sufficiency among those experiencing homelessness. DMH intends to utilize this grant by contracting with the Housing Assistance Corporation Cape Cod (HAC) for housing supports and rental assistance.

Work Details

The contract will involve the Housing Assistance Corporation Cape Cod (HAC) administering the rental assistance component of the program, which includes: - Inspecting and certifying housing units for compliance with HUD standards. - Reviewing lease terms and rental amounts. - Executing leases for program participants. - Securing lease documents from owners and tenants. - Completing eligibility and income determinations for prospective tenants. - Making monthly rental assistance payments. - Conducting annual inspections of housing units. - Complying with HUD requisitioning requirements. - Maintaining tenant and landlord files. - Providing necessary financial and programmatic information for DMH and HUD reviews. - Ensuring cooperation during audits or inspections.

Period of Performance

The anticipated start date for these services is on or about July 1, 2026.

Place of Performance

The services will be performed on Cape Cod, Massachusetts.

Bidder Requirements

To be considered eligible, an entity must be a Massachusetts Executive Office of Health and Human Services Qualified Purchase of Service Vendor.
