The U.S. Coast Guard requires services for removal of existing 40 kW, 120V/240V, three-phase standby diesel generator system and replace it with a new generator system of equivalent specifications. The work includes upgrading the associated Automatic Bypass Transfer Switch (ABT) to match the new generator capacity, ensuring proper exhaust and ventilation, and renewing the fuel system piping and accessories as required. The contractor to provide all personnel, equipment, tools, transportation, supervision, and other items and services necessary to remove and replace existing diesel generator. The Government intends to issue a firm-fixed-price purchase order for this project. The full scope of work and specifications will be included in the solicitation documents. **Due to access door width, entire generator assembly must be a maximum of 34 3 4 wide to be able to fit into access doorway.

This acquisition is set-aside 100% for SMALL BUSINESS. Where Federal Acquisition Regulation clause language is inconsistent with FAR 13.004, Legal Effect of Quotations, that language is hereby tailored in accordance with FAR 12.302 to be consistent with a request for quotations. This tailoring includes but is not limited to the following: In accordance with FAR 13.004, a quotation is not an offer, and any clause provision to the contrary is hereby modified to be consistent with FAR 13.004. Technical Proposal The Technical Proposal shall not contain any pricing information. It must provide a clear, concise narrative demonstrating the quoter's understanding of and ability to meet the requirements of the Statement of Work (SOW). The proposal must include:
A step-by-step description of how the quoter will perform the work, including mobilization, demolition, installation of footings, gate and fence installation, and electrical hookup.
A high-level timeline showing the planned start date, major milestones, and completion date (which must be on or before the required completion date of July 31, 2026. Background The U.S. Coast Guard is seeking services for the removal and replacement of an existing 40 kW, 120V/240V, three-phase standby diesel generator system at Station Coos Bay. The goal of this contract is to ensure the operational readiness of the generator system by upgrading it to meet current specifications and safety standards, including necessary modifications to the Automatic Bypass Transfer Switch (ABT), exhaust systems, and fuel systems. This project is set aside for small businesses. Work Details The contractor will be responsible for the following tasks: 1. **Generator & Electrical**: - Safely disconnect and remove the existing 40 kW generator and ABT, disposing of all removed equipment per local codes. - Supply and install a new generator and ABT assembly equivalent to existing specifications, which must include programmable automatic start and weekly self-test functionality with adjustable scheduling. - Mount the generator on a suitable pad (reuse existing pad if structurally adequate or provide a new reinforced concrete pad). - Connect the generator to existing electrical wiring, reusing infrastructure where feasible. - Install a new ABT rated for new generator specifications, properly integrated with the existing system. 2. **Fuel System**: - Reuse existing fuel lines if serviceable; inspect for leaks or wear and replace noncompliant components as required. - Install a new inline fuel filter and water separator between the storage tank supply and generator fuel inlet. 3. **Exhaust**: - Install new exhaust piping as needed, heat wrap all exhaust components inside the building, and extend exhaust piping to exterior wall/roof with weatherproof termination. 4. **Ventilation**: - Inspect existing ventilation in the generator room; provide upgrades if airflow is insufficient to meet manufacturer and code requirements. 5. **Testing & Commissioning**: - Perform complete start-up and load testing of the generator under site conditions, verify transfer function of ABT, confirm programmable self-test scheduling, check operation of fuel filter/water separator for leaks, and ensure proper ventilation performance with generator under load.
