This solicitation is for commercial supplies prepared in accordance with the format in the Revolutionary RFO 12.201-1 - Simplified Acquisition Procedures, and additional information is included in this notice. This announcement constitutes the only solicitation; quotes are being requested. Solicitation W9127N26QA095 is the lease of an under-bridge inspection truck (UBIT) and two operators to provide USACE bridge inspector with safe access to inspect USACE-owned bridges. This firm fixed priced contract is for one base item with four optional items. The period of performance will be date of contract award through 30 June 2027. One contract is to be awarded to a single Contractor. Please see the attached Performance Work Statement for additional information. The following solicitation document, incorporated provisions, and clauses are in effect through Federal Acquisition Circular 2026-01, effective 13 MAR 2026. This solicitation is being issued as a 100% Small Business Set-Aside, under NAICS Code: 532412 Construction, Mining, and Forestry Machinery and Equipment Rental and Leasing, with a size standard of $40,000,000. All prospective offerors must be registered in the System for Award Management (SAM) at www.sam.gov to be eligible for award. Lack of SAM registration will make an offeror ineligible for award. Background The U.S. Army Corps of Engineers, Portland District is issuing this solicitation for Bridge Inspection Services as part of their mission to ensure the safety and integrity of USACE-owned bridges. The goal of this contract is to lease an under-bridge inspection truck (UBIT) and provide two operators to facilitate safe access for USACE bridge inspectors. Work Details The contractor shall provide an under-bridge inspection truck (UBIT) and two operators, including all ancillary personnel, equipment, tools, materials, vehicles, supervision, and other items or services necessary to safely and completely perform the work at specified work site locations. The contract includes one base item with four optional items: 1. Work Item 1 - Columbia River Projects: Five days of bridge inspections at Bonneville Dam (2 days), The Dalles Dam (2 days), and John Day Dam (1 day) in August 2026. 2. Work Item 2 - Willamette River Projects: Three days of inspections at Detroit Dam (1 day), Foster/Green Peter Dams (1 day), and Cougar Dam (1 day) in May 2027. 3. Work Item 3 - Rogue River Projects: Two days of inspections at Applegate Dam (1 day) and Lost Creek Dam (1 day) in May 2027. The contractor must ensure compliance with performance standards and correct any unsatisfactory work before continuing with the contract. Additionally, all contract personnel must comply with security requirements as outlined by the USACE. Period of Performance The period of performance for this contract will be from the date of contract award through June 30, 2027. Place of Performance The work will be performed at various locations including Bonneville Dam, The Dalles Dam, John Day Dam, Detroit Dam, Foster/Green Peter Dams, Cougar Dam, Applegate Dam, and Lost Creek Dam.
