Background The U.S. Army Special Operations Command, located at Fort Bragg, North Carolina, intends to negotiate on a sole source basis with Full Code Medical, Inc. This contract is aimed at acquiring a Virtual Patient Simulator platform to enhance the training and evaluation of Special Operations Combat Medics (SOCM) and Advanced Tactical Practitioners (ATP). The Special Warfare Medical Group (SWMG) has identified a capability gap in current simulation tools that primarily focus on trauma management, necessitating a solution that addresses broader clinical decision-making in austere environments. Work Details The contract involves the acquisition of a Commercial-Off-The-Shelf (COTS) Virtual Patient Simulator platform with the following minimum essential requirements: - Advanced Clinical Scenario Customization: The system must provide robust authoring tools for creating complex clinical decision-making scenarios beyond basic trauma management, including triage of medically emergent patients and prolonged casualty care with teleconsultation options. - Austere Environment Simulation: The platform must allow case designers to limit and customize available medical resources and interventions per scenario to replicate constraints of military environments. - Direct Alignment with SOCM/ATP Scope of Practice: The simulator must create cases aligned with clinical competencies defined in USSOCOM 350-29 and be dedicated to complex clinical triage and prolonged care, not a general-purpose XR development platform or biometric monitoring tool. Period of Performance The intended Period of Performance for this requirement is a 12-month Base Period with four optional 12-month extensions. Place of Performance The services will be performed at locations relevant to the training needs of the Special Warfare Medical Group.
