Background The Department of State's Transportation and Fleet Management Division (TFM) is conducting market research to identify firms capable of providing a surveillance system for a fleet of 10 buses. TFM manages a fleet that supports shuttle services and coach operations primarily in Maryland, Virginia, and the District of Columbia. The current fleet includes Glaval Concorde II, ARBOC Spirit of Liberty, MCI D4520, and Blue Bird BB ALAM RE buses. The goal is to enhance safety, improve incident investigations, and enable remote access to video footage. Work Details The contractor shall provide a transit-grade video surveillance system for 10 buses with the following specifications: 1. **Coverage**: Comprehensive video coverage including driver area, interior passenger cabin, all doors and stairwell areas, front and rear exterior views. Maximum of 5 cameras per bus. 2. **Video and Audio Performance**: Minimum 1080p resolution on all cameras; continuous recording when ignition is ON; onboard storage for 14-30 days retention. 3. **Connectivity and Remote Access**: Use of 4G or 5G cellular connectivity; web-based management platform; remote viewing capabilities. 4. **System Management**: Simple user access model; accurate timestamps on recordings; logging of user access. 5. **Integration**: Optional integration with existing Geotab telematics. 6. **Data Ownership and Security**: All data recorded is government property; compliance with federal data security requirements. 7. **Installation and Implementation**: Installation on all buses with minimal disruption; training for TFM staff. 8. **Ongoing Support and Maintenance**: Hardware warranty; software updates; technical support as per proposed SLA. 9. **Fleet Transition Support**: Removal and reinstallation services for approximately 2 buses per year during contract duration. Period of Performance Base Year contract with four Option Years. Place of Performance Maryland, Virginia, and the District of Columbia.
