Request for Information (RFI) for Department of Navy Enterprise Budget Formulation Solution REQUEST FOR INFORMATION. This is a Request for Information (RFI) issued by Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) Norfolk, BUMED and FM&C Directorate on behalf of the Office of the Assistant Secretary of the Navy (Financial Management and Comptroller), Secretariat Comptroller and Resources Department (OASN (FM&C), SCRD). The Department of the Navy (DON) is seeking information on modern, commercially available, cloud-based software solutions to enhance the DON's Planning, Programming, Budgeting, and Execution (PPBE) processes, with a focus on modernizing the Pre-PBIS activities of the budget formulation phase. Included with this RFI are two attachments. Attachment I provides the background of this potential requirement, a scope of requirements and submissions instructions. Attachment II provides demonstration scenarios. Firms are invited to respond to this RFI providing submissions in accordance with Section 5 of Attachment I labeled Submissions Instructions. Background The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) Norfolk, BUMED, and FM&C Directorate, on behalf of the Office of the Assistant Secretary of the Navy (Financial Management and Comptroller), is issuing this Request for Information (RFI) to seek information on modern, commercially available, cloud-based software solutions. The Department of the Navy (DON) aims to enhance its Planning, Programming, Budgeting, and Execution (PPBE) processes by modernizing the 'Pre-PBIS' activities of the budget formulation phase. The DON currently relies on numerous disparate systems for budget formulation and analysis, leading to inefficiencies and data silos. The goal is to procure a single comprehensive solution that standardizes and streamlines these processes across all commands. Work Details The DON is interested in a Software-as-a-Service (SaaS) solution with capabilities including: 1. Budget Formulation: Creation and management of budgets from multiple commands; reconciliation of budget data; workflow automation; modernization of input tools; scenario-based modeling; generation of narrative products; support for apportionment requests; automation of budget exhibit development; and integration with command-level controls. 2. AI-Integration & Scenario Analysis: Robust scenario modeling for funding changes; comparative analysis tools; AI capabilities for anomaly detection and validation; predictive analytics for future spending trends. 3. Reporting & Dashboards: Role-based dashboards for real-time tracking; integrated financial views from multiple systems; automated report generation; intuitive visualizations tailored for leadership. 4. Technical & Integration: Proven integration capabilities with government financial systems via APIs; robust data import/export framework; scalable architecture. 5. Security & Compliance: FedRAMP-authorized cloud hosting; compliance with NIST standards and Zero Trust Architecture requirements. 6. Demonstration Requirements: Selected respondents will provide virtual demonstrations showcasing their solutions' capabilities in handling Navy-specific scenarios related to budget formulation.
