Background The United States Secret Service (USSS), Operational Medicine Division (OMD) was established to enhance operational resilience and ensure mission success by delivering exceptional advanced medical capabilities and coverage. OMD provides comprehensive medical support for protective operations, special events, training, and field operations. The goal of this contract is to procure a Tactical Medical Operators Course (TMOC) to improve safety and mission success during high-risk law enforcement operations through the integration of proven medical practices with advanced police tactics. Work Details The contractor shall provide all personnel, supplies, transportation, materials, supervision, and other items necessary to perform instruction of a Tactical Medical Operators Course (TMOC). This includes: - All travel and subsistence for instructional staff. - Preparation and distribution of student materials and certifications. - Pre-course instruction detailing principles to be addressed during the actual course. - Four days of instruction totaling 32 hours covering concepts such as TCCC/C-TECC principles including MARCH skills (Massive Hemorrhage, Airway, Respiration, Circulation, Hypothermia/Head Injuries), EMT-T vs Paramedic skills in tactical operations (IV/IO, Advanced Airways, Pharmacology, Thoracic Trauma/Seals). - All training aids necessary for skill-based and scenario-based medical evolutions. - Additional requirements may include individual operational gear, operational medical equipment and mobile platforms, operational medical resupply, Ultimate Training Munitions (UTM), and travel expenses for student attendees. Period of Performance The course must be scheduled to be held in June 2026.
