This is a notice of intent to solicit from a single source. The U.S. Geological Survey (USGS), intends to award a contract to Fish Story LLC Cordova, Alaska for bird monitoring services at Chisik and duck island as described in the attached statement of work. Award will be made in accordance with Federal Acquisition Regulation FAR Part 12 Acquisition of Commercial Products and Commercial Services Fish Story LLC is, to the USGS knowledge, the only source who can provide continuous bird monitoring services in the remote location of Chisik and Duck Island The purpose of this notice is to satisfy the requirements of FAR Subpart 5.203. This notice of intent is not a request for competitive quotes. However, all responsible parties may submit a capability statement by the closing date of this announcement which shall be considered by the agency. No solicitation will be issued. A determination not to compete this action based upon responses received is in the sole discretion of the Government. The NAICS code for this action is 541715 Research and Development in the Physical, Engineering and Life Sciences (except Nanotechnology and Biotechnology) with the associated standard size of 1000 employees. Responses or inquiries shall only be accepted through electronic mail addressed to Anthony_berry@ios.doi.gov and must be uploaded and received in their entirety no later than 05/22/2026 08:00 PD. Background The U.S. Geological Survey (USGS) intends to award a contract to Fish Story LLC from Cordova, Alaska for bird monitoring services at Chisik and Duck Island. This initiative is part of the USGS Alaska Science Center's ongoing research efforts in Lower Cook Inlet, which have been active since the 1990s. The goal is to gather critical information about seabird populations and demographics to fulfill legal responsibilities under the Migratory Bird Treaty Act, particularly in areas with active oil and gas leases. The project aims to investigate the effects of environmental changes, such as the Pacific marine heatwave, on seabird populations. Work Details The contractor will be responsible for several key tasks: 1) Attempting to recapture Common Murres previously tagged with geolocator tags to remove these tags and retrieve movement data; 2) Collecting index and monitoring data for Common Murres and Black-legged Kittiwakes at various breeding stages to assess population changes over time; 3) Deploying and removing remote nest monitoring cameras at Common Murre nesting sites; 4) Writing a summary report regarding the Common Murre survival study conducted from 2023-2026; 5) Summarizing and proofreading data from the Common Murre survival study, including methods and metadata for inclusion in a data release. The vendor is responsible for all travel, permits, lodging costs, and any other expenses related to contract performance. Period of Performance June 15, 2026, through June 14, 2027.
