The purpose of this solicitation is to implement a long-term measure to stop water infiltration to the interior by removing the existing roofing and waterproofing and installing new roofing, and waterproofing on the below grade roof, walls, and foundation with new foundation/subsurface drainage and surface drainage. (see the attached statement of work along with the drawing and spec documents for additional details) A site visit will be scheduled for 6 May @2:00pm. To be put on the list please email brian.baek@nih.gov with the vendor name and individuals that will be attending (due date is 4 May COB). Request for Information (RFI) is due by COB 8 May, the answers will be posted the following week through an amendment. When submitting the proposal, send to the Contracting Officer @brian.baek@nih.gov. The proposal should have the following: technical approach, pricing, and past/relative performance experience. Please note that the evaluation criteria is lowest price technically acceptable (LPTA).
Background The National Institutes of Health (NIH) is issuing this solicitation to address water infiltration issues at Building 31B, specifically in the Fitness Center area. The project aims to implement a long-term solution by removing the existing roofing and waterproofing, and installing new roofing and waterproofing on the below-grade roof, walls, and foundation. This initiative is crucial as the current roofing system is over 60 years old and has shown signs of water leakage, necessitating immediate action to prevent further damage. Work Details The contractor will be responsible for a comprehensive scope of work that includes: 1. Demolition of existing roofing and waterproofing systems. 2. Installation of new roofing and waterproofing on the below-grade roof, walls, and foundation. 3. Implementation of new foundation/subsurface drainage systems and surface drainage solutions. 4. Compliance with construction documents which detail all necessary modifications and new construction work required for effective waterproofing. 5. Coordination with existing drainage utility systems, tree removal, exterior stair modifications, and masonry work related to retaining wall reconstruction as specified in the construction documents. Place of Performance All construction activities will take place at Building 31B located at the NIH campus in Bethesda, Maryland.
