Elevator Repairs and Inspections for MDOT/SHA Dorchester County

Background

The Maryland State Highway Administration (SHA) is issuing this Invitation for Bids (IFB) to procure elevator inspection, maintenance, testing, emergency response, and repair services for its facilities located in Cambridge, Maryland. The goal of the contract is to ensure the elevators are maintained in safe and operable condition in compliance with Maryland Department of Labor regulations and industry standards.

Work Details

The contractor will provide the following services: 1. Monthly preventative maintenance inspections for two elevators: - Sailwinds Visitor Center Elevator (CEMCO CLP1430 Lift) with two landings. - Cambridge Maintenance Office Complex Elevator (SmartRise ST5822) with a 4,000 lb capacity and two landings. 2. Services include inspection, cleaning, lubrication, adjustment, testing, and routine maintenance necessary to maintain compliance with manufacturer specifications and ASME A17.1 standards. 3. Emergency response services within four hours of notification by SHA personnel. 4. Non-routine repair labor as needed throughout the contract term, requiring prior approval from SHA for costs exceeding $1,000. 5. Elevator alarm monitoring services may be required at SHA's discretion.

Period of Performance

The contract will have a base period of thirty-six (36) months with no option periods.

Place of Performance

Services will be performed at the Sailwinds Visitor Center and Cambridge Maintenance Shop located in Dorchester County, Maryland.

Bidder Requirements

Bidders must be certified small business vendors under the Small Business Reserve Procurement guidelines set forth by the State Finance and Procurement Article of Maryland. They must also have a minimum of five years of experience in elevator services, employ certified technicians qualified to service Cemco and SmartRise systems, and be licensed to perform elevator maintenance in Maryland.
