Background The West Virginia Department of Human Services (DoHS) is seeking to develop a Quality Services Review (QSR) for its children's mental health system. The Child Welfare Policy and Practice Group (CWG), a nonprofit organization with expertise in child welfare and behavioral health systems reform, is uniquely positioned to provide the necessary support due to its proprietary copyright of the QSR methodology and extensive experience in implementing similar protocols across various states. Work Details CWG will provide subject matter expertise consultation and implementation coaching for the QSR process. This includes: - Development of a qualitative-based case review methodology tailored to West Virginia's needs. - Consultation at a professional rate of $250 per hour, with total costs not exceeding $25,000 without prior authorization from DoHS. - Anticipated 100 hours of consultation support from recognized experts in the field, including Matthew Claps, MSW, and Dr. Kathleen Gibbons, Ph.D., LCSW. - Contribution to evaluation activities assessing the impact and benefits of the design implemented by WV-DoHS. - Potential assignment of additional consultants as needed within budget constraints.
