The purpose of this Source Sought Notice is to obtain the following information: (1) The availability and capability of qualified sources; (2) Whether they are a small or large business relative to their size classification under the North American Industry Classification System (NAICS) Code for the proposed acquisition 236220- Commercial and Industrial Building Construction with a small business size standard of $45 Million.
On behalf of the 99th Readiness Division (RD) the United States Army Contracting Command - New Jersey (ACC-NJ) has a requirement for Construction Project Services CSS#92498, a full renovation of the Men's, Women's and OMS Latrines at the Bluefield Memorial U.S. Army Reserve Center (USARC) in Bluefield, West Virginia 24701 (Facility WV005). Attached DRAFT Specification of Work for reference. No solicitation document exists at this time. Issuance of this notice does not constitute any obligation on the part of the Government to procure these services or to issue a solicitation. In addition, the Government is under no obligation to pay for information submitted in response to this notice and responses to this notice cannot be accepted as offers.

Background The United States Army Contracting Command - New Jersey (ACC-NJ) is seeking qualified sources for a construction project at the Bluefield Memorial U.S. Army Reserve Center in Bluefield, West Virginia. The goal of this contract is to complete a full renovation of the Men’s, Women’s, and OMS Latrines to meet current standards and improve facilities for personnel. Work Details The contractor will be responsible for the full renovation of the latrines, which includes: - Demolition and removal of existing tiling on floors and walls; - Installation of new tiling; - Removal and installation of new latrine partitions; - Removal and installation of new lavatories, faucets, urinals, water closets; - Removal and installation of new lockers; - Removal and installation of new shower shelving, towel bars, curtain rods, shower benches; - Removal and installation of new shower liners and receptors; - Painting walls and ceilings; - Replacing outlet and light switch plate covers. All plumbing fixtures must meet U.S. EPA Water Sense standards. A pre-construction meeting is required to discuss procedures and materials. The contractor must provide a safe work environment, maintain cleanliness on-site, adhere to a proposed work schedule to minimize disruption, and submit proper documentation for waste disposal.
