Background The Navy is seeking information regarding the Sustainment and Legacy Integration requirement for the Navy Standard Integrated Personnel System (NSIPS). NSIPS serves as the Navy's business solution for HR Management, supporting approximately 400,000 sailors worldwide by managing personnel records from accession to departure. The goal of this contract is to ensure the continued functionality and integration of NSIPS with various Department of Navy and Department of War systems, while also enhancing its capabilities. Work Details The contractor will be responsible for several key tasks including: 1. Developing an Integrated Master Schedule (IMS) that outlines all tasks necessary to meet contract goals, providing regular updates, and identifying schedule issues in monthly reports. 2. Submitting a Contract Work Breakdown Structure (CWBS) to document deliverable products and approaches for task execution. 3. Performing Configuration Management (CM) services in accordance with established plans, updating configuration data, and participating in Engineering Review Board (ERB) and Configuration Control Board (CCB) meetings. 4. Implementing Configuration Management Records/Reports for Configuration Status Accounting (CSA), including tracking changes and conducting audits. 5. Managing baseline changes and preparing reports on configuration items as per the Software Development Plan (SDP). 6. Providing transition support within five days of task order award, detailing personnel transition plans to ensure continuity of operations. 7. Developing various plans including Risk Management Plan, Quality Assurance Program Plan, and Configuration Management Plan as specified in contract data requirements lists (CDRLs). 8. Conducting test planning, preparation, execution, and reporting for software upgrades within the NSIPS operational environment while ensuring compliance with Section 508 standards for accessibility. Place of Performance The work will primarily take place at locations designated by the Navy, potentially including both on-site and remote environments.
