This announcement constitutes as the only RFP; offers are being requested and a written solicitation will not be issued. This solicitation is being issued IAW FAR Part 15. The Government will offer one award resulting from this solicitation to the offeror who is deemed responsible and is determined, based on the evaluation factors and sub-factors, to represent the best value to the Government. This procurement is UNRESTRICTED under NAICS Code 541690, Other Scientific and Technical Consulting Services. Award is limited to U.S. Firms or U.S. individuals. Contractor and U.S. subcontractor employees used shall be either U.S. citizens or non-U.S. citizens lawfully admitted for permanent residence in the United States. Contractor use of subcontractors is limited to less than fifty percent of the proposed price. All Offerors must be registered and have an active status in the SAM database (www.SAM.gov) in order to be eligible for contract award. Offerors are reminded that failure to properly enroll in the SAM database and provide accurate information shall make an offeror ineligible for award as described in FAR 52.204-7. Offerors may obtain information on SAM registration via (www.SAM.gov). Do NOT delay submission of your offer pending receipt of a CAGE code. Background The U.S. Trade and Development Agency (USTDA) is issuing this solicitation for the Digital Infrastructure Project Scoping Services in Latin America and the Caribbean. The agency's mission is to support the development of overseas infrastructure projects that align with U.S. strategic interests, facilitating the export of U.S. solutions, technology, goods, and services while creating jobs domestically. This contract aims to provide technical assistance and project preparation activities that will accelerate infrastructure development in priority markets across Latin America and the Caribbean. Work Details The contractor will perform a series of tasks under this non-personal services contract: 1. Review and provide initial project assessments for up to 25 proposals related to feasibility studies, technical assistance, or pilot projects in the digital infrastructure sector. Each assessment should be approximately 15 pages long. 2. Develop full project reports for up to 15 of these assessments for USTDA funding consideration. 3. Deliver one final report summarizing findings and recommendations, clearly labeled as 'Business Confidential' on every page. The contractor must also assess market potential for U.S. suppliers in the host countries and develop terms of reference and budgets for at least 15 activities for funding consideration.
