Background The North Carolina Department of Health and Human Services (NC DHHS), through its Division of State Operated Healthcare Facilities (DSOHF) at Murdoch Developmental Center (MDC), is entering into a Memorandum of Agreement (MOA) with the University of North Carolina at Chapel Hill, School of Medicine’s Department of Psychiatry. The purpose of this agreement is to provide onsite psychiatric services to the individuals living at MDC, which serves an average of 375 men, women, and children who require mental health support. This initiative aligns with federal ICF/IDD regulations that mandate proper diagnosis and treatment for individuals with mental illness. Work Details The Contractor will provide Child and Adolescent Outpatient Psychiatric services, which include: - Evaluating individuals and making treatment recommendations based on comprehensive assessments. - Attending Neuropsychiatric Behavioral Review (NBR) meetings quarterly for all assigned individuals. - Ensuring that comprehensive NBR notes are created for each individual reviewed before leaving the facility each workday. - Collaborating with a multidisciplinary team during the assessment process to develop tailored treatment plans. The Contractor will provide services up to a maximum average of 35 hours per week across three part-time psychiatrists. The total cost for these services is capped at $328,692 annually, with an overall contract value not to exceed $986,076 over three years. Period of Performance The initial term of the agreement is three years, commencing on January 1, 2027, and concluding on December 31, 2029. The Division reserves the right to extend the contract for up to 180 days in increments of 90 days or less. Place of Performance Services will be performed onsite at Murdoch Developmental Center located in Butner, North Carolina. Bidder Requirements The Contractor must be licensed psychiatrists associated with the University of North Carolina at Chapel Hill's Department of Psychiatry. Compliance with ICF/IDD regulations is mandatory for all psychiatric services provided under this agreement.
