The Towns of Cary and Apex are seeking one or more qualified firm(s) for the development of a preliminary engineering report (PER) for the expansion of the liquids treatment train at the Western Wake Regional Water Reclamation Facility (WWRWRF) from 18 MGD to 30 MGD. A non-mandatory pre-submittal conference is schedule for Tuesday, April 14 at 3pm at the WWRWRF. Questions are due April 21st with responses posted by April 24, 2026. Final submittals are due Friday, May 8th by 3:00 PM ET.
Background The Towns of Cary and Apex are seeking qualified firm(s) to develop a preliminary engineering report (PER) for the expansion of the liquids treatment train at the Western Wake Regional Water Reclamation Facility (WWRWRF) from 18 MGD to 30 MGD. The WWRWRF is a collaborative effort among Cary, Apex, and Morrisville, designed to minimize environmental impacts while providing high-quality wastewater treatment. The facility has been recognized for its performance and commitment to environmental protection. Work Details The selected firm will undertake four primary tasks: 1) Purpose and Need: Review existing facility documents and future flow projections to develop a statement of need for the expansion. Conduct workshops with project partners to discuss EIS requirements. 2) Biological Treatment Process Conceptual Design: Evaluate membrane bioreactor (MBR) technologies suitable for the facility, including workshops to compare hollow fiber and flat plate technologies. 3) MBR Process Pre-Selection: Conduct workshops with procurement groups and prepare pre-selection documents for MBR suppliers. 4) Wastewater Treatment Plant 30% Design: Move from conceptual design to approximately 30% design, including developing plans for headworks expansion, influent flow equalization, MBR fine screen facility, bioreactor upgrades, aeration blower upgrades, and membrane building construction. Period of Performance The contract period will extend until the completion of the preliminary engineering report, with specific milestones outlined in the RFQ timeline. Place of Performance The work will be performed at the Western Wake Regional Water Reclamation Facility located at 3500 Reclamation Rd, New Hill, NC.
