Background The New Mexico Taxation and Revenue Department is seeking to contract with Fast Enterprises, LLC for the provision of vehicle services, specifically the Tapestry Support system. This system is an integrated, customized off-the-shelf Driver Service-Vehicle Service (DS-VS) solution used by the agency to administer and provide drivers and vehicles services. The goal of this contract is to ensure dedicated onsite personnel support for Tapestry, access to service packs, updated versions, and legislative support. Work Details The contractor will provide the following services: 1. Support and maintain current functionality of Tapestry and Motor Vehicle System programs. 2. Implement Tapestry DS/VS Service Packs and new versions. 3. Implement legislative changes and improved E-Government services for various departments including Data Warehouse and Department of Public Safety. 4. Assist with enhancements requested by the Taxation and Revenue Department. 5. Support Document Management System (DMS) Scanning solutions and other interfaces. 6. Provide additional experienced personnel for upcoming enhancements and legislative changes. 7. Maintain automation of FAST SMS Gateway Service and FAST-Q functionalities. Period of Performance The contract will be performed over a period of 24 months from July 1, 2026, to June 30, 2028. Place of Performance The contract will be performed at locations specified by the New Mexico Taxation and Revenue Department. Bidder Requirements The prospective contractor must have proprietary rights to the FastDS-VS software as it is licensed solely from Fast Enterprises, LLC. The contractor must also provide onsite access to core FastDS-VS source code for debugging purposes.
