Provide engineering services for riverine flood hazard analyses and mapping to enhance floodplain management and risk assessment across West Virginia, including project management, hydrologic modeling, and community outreach.
Background The West Virginia Division of Emergency Management is seeking Expressions of Interest (EOI) from qualified firms to provide engineering services related to riverine flood hazard analyses and mapping. This initiative supports the Federal Emergency Management Agency (FEMA) Cooperating Technical Partner (CTP) Program, aiming to enhance floodplain management and risk assessment across the state. Work Details The contract encompasses comprehensive FEMA Risk MAP program support services, including but not limited to: project management, risk identification and communication, field survey/reconnaissance, topographic data development, base map data capture, hydrologic and hydraulic modeling, floodplain mapping, Flood Insurance Rate Map (FIRM) database development, preliminary FIRM distribution, post preliminary FIRM processing, non-regulatory product development, general FEMA CTP grant support services, post-disaster response and recovery, hazard mitigation planning, Advisory Flood Height (AFH) development, CFM program continuing education training, and community outreach support. The goal is to develop enhanced approximate (Zone A) 1% annual chance (100-year) floodplains in alignment with the West Virginia AFH initiative. Period of Performance The contract is expected to commence upon award and will be performed on an as-needed basis as specified in the solicitation. The initial contract term will be determined based on the awarded contract date. Place of Performance The services will be performed across the entire state of West Virginia. Bidder Requirements Vendors must be properly registered with the Agency prior to contract award and pay a $125 fee. Additionally, vendors are required to provide proof of necessary licenses or certifications as specified in the solicitation. A performance bond covering 100% of the contract value is also required prior to award.
