The Department of Veterans Affairs (VA) is conducting market research to determine if there are any vendors, regardless of business size, that can provide Home Oxygen Services and Ventilation, in accordance with The Joint Commission (TJC) or equivalent standards, to Veteran Beneficiaries serviced by VA Palo Alto Healthcare System (VAPAHCS) (See attached PWS). There is no solicitation document as this time. The NAICS is 532283 with Small Business size of $41 Million. Background The Department of Veterans Affairs (VA) is conducting market research to identify vendors capable of providing Home Oxygen Services and Ventilation to Veteran Beneficiaries serviced by the VA Palo Alto Healthcare System (VAPAHCS). The acquisition aims to ensure that Veterans receive necessary home oxygen services, as VAPAHCS lacks the capacity to provide these services internally. The contract will adhere to The Joint Commission (TJC) or equivalent standards. Work Details The contract encompasses the setup, installation, and management of Home Oxygen services and Ventilation. Specific requirements include: - Provision of home oxygen and associated products/services for Veterans. - Equipment includes oxygen concentrators, portable gaseous systems, liquid oxygen systems, ventilators, and related respiratory equipment (e.g., C-PAP/Bi-Level nebulizers). - Delivery of supplies such as oxygen cannulas, masks, tubing, humidifiers, and safety holders. - Emergency service capability 24/7. - Compliance with TJC standards for all services provided. - Regular assessments and documentation of patient care and equipment usage. - Coordination with VA clinicians for patient eligibility and treatment plans. The estimated dollar value includes a guaranteed minimum of $1,000.00 and a maximum ceiling of $9,000,000.00 for the VA Palo Alto Health Care System. Place of Performance Services will be performed at the residences of Veterans or in nursing homes within the geographical area serviced by VAPAHCS, which includes counties in California such as Alameda, Monterey, Santa Clara, and others.
