Background The Detroit Water and Sewerage Department (DWSD) is one of the largest water and sewer utilities in the United States, serving over 200,000 residential and commercial accounts in Detroit. The department is seeking proposals from qualified firms to provide Catch Basin Cleaning Services to maintain the functionality of the stormwater system by removing accumulated debris and sediment. Work Details The Contractor shall provide all labor, supervision, equipment, materials, transportation, traffic control, and incidentals necessary for catch basin cleaning services. Specific tasks include: 1. Complete cleaning of catch basins including: - Removal of debris, sediment, trash, and organic material from grates. - Vacuum removal of solids and liquids from sumps. - Jetting to clear obstructions for a minimum distance of 25 to 50 feet. - Ensuring catch basins are left clean and operable. - Proper handling and disposal of collected materials at MDEQ approved facilities. 2. Worksite management including: - Establishing safe work zones as per MMUTCD guidelines. - Providing necessary traffic control devices (cones, barricades). - Maintaining safe access around work areas. 3. Emergency response capabilities outside normal business hours (Monday–Friday, 7:00 a.m. to 5:00 p.m.). 4. Equipment requirements include vacuum trucks or combination sewer cleaning units with specific operational capabilities. Period of Performance The contract is anticipated to start in April 2026 and will cover a two-year period for ongoing services. Place of Performance Services will be performed at various locations designated by DWSD within the City of Detroit. Bidder Requirements Bidders must have at least three years of experience providing Catch Basin Cleaning Services. Staff assigned must have Confined Space Training meeting OSHA standards. Contractors must register with the City of Detroit to do business with DWSD and submit various affidavits including Human Rights Affidavit and Non-Collusion Affidavit.
