Background The Engineering Research and Development Center (ERDC) in Vicksburg, MS requires an Above Ground Storage Tank (AGST) Inspection services contract. The goal of this contract is to ensure compliance with the State of New Hampshire Department of Environmental Services (NHDES) regulations for the annual inspection of nine AGSTs located at the Cold Regions Research and Engineering Laboratory (CRREL) in Hanover, NH. Work Details The contractor shall provide all management, quality control, labor, supervision, parts, materials, tools, equipment, supplies, and transportation necessary for the annual inspection, testing, and repair of nine Above Ground Fuel Storage Tanks (AGST) at the US Army Cold Regions Research and Engineering Laboratory. Specific tasks include: 1) Performing annual inspections that meet NHDES regulations Env-Or 300; 2) Preparing and delivering all state-required forms to NHDES; 3) Submitting reports of tank activity to NHDES; 4) Ensuring employees review Accident Prevention Plans (APP) and Accident Hazard Analyses (AHA); 5) Observing confined space entry regulations; 6) Establishing a record and quality control program; 7) Designating a single point of contact as a Supervisor/Safety Officer; 8) Correcting minor deficiencies found during inspections at no additional cost; 9) Reporting major deficiencies in writing to the Contracting Officer Representative (COR); 10) Maintaining records on-site regarding tank status and compliance requirements. Place of Performance The work will be performed at the US Army Cold Regions Research and Engineering Laboratory located at 72 Lyme Road, Hanover, NH 03755.
