Background The Wayne-Finger Lakes BOCES (Board of Cooperative Educational Services) is seeking proposals from qualified companies to provide Parts Cleaning and Waste Disposal Services. This initiative aims to support the educational and maintenance programs at their Career and Technical Centers, ensuring compliance with local, state, and federal regulations regarding waste management. The BOCES serves a four-county region in New York and supports 25 component school districts. Work Details The contractor will provide the following services: 1. Parts Cleaning Service: - Supply and maintain parts cleaning equipment, which must be in like-new condition and meet UL standards. - Provide non-hazardous hydrocarbons-based solvents for cleaning. - Include the removal and legal disposal of used solvents during scheduled service visits. 2. Waste Disposal Services: - Scheduled and on-call removal of waste oils (motor oil, transmission fluid, hydraulic fluid), antifreeze, paint waste/sludge, and oil/water separator contents. - Ensure all waste handling complies with NYSDEC, EPA, OSHA, and DOT regulations. 3. Documentation: - Provide a Non-Hazardous Waste Manifest for all waste removals detailing the type of material removed, quantities, dates, and hauler information. Period of Performance The contract will commence upon award and is effective through March 31, 2027. There is an option for renewal for up to four additional twelve-month periods by mutual agreement. Place of Performance Services will be performed at two locations: Wayne Technical and Career Center (WTCC) in Williamson, NY, and Finger Lakes Technical and Career Center (FLTCC) in Stanley, NY. Bidder Requirements Bidders must have at least three years of experience in Parts Cleaning and Waste Disposal services. They are required to possess all applicable licenses including a valid New York State Part 364 Waste Transporter authorization. Bidders must submit references from at least three firms or government agencies along with their bids. Compliance with prevailing wage laws is mandatory.
