Background The West Virginia Purchasing Division, on behalf of the West Virginia Army National Guard, Construction and Facilities Management Office, is seeking Expressions of Interest from qualified firms to provide professional design services for the Combined Support Maintenance Shop Exhaust System located at the Joint Forces Reserve Center in Eleanor, WV. The goal is to develop construction documents for a failing exhaust system. Work Details The selected vendor will conduct a complete inspection of the underground exhaust system for the maintenance bay at CSMS, determine the failure points, and provide a design fix. Key tasks include: 1) Providing a comprehensive design that includes all engineering and architectural disciplines; 2) Preparing construction bid documents suitable for West Virginia State Purchasing; 3) Incorporating energy-conserving features into the design; 4) Conducting necessary geotechnical work and researching existing utilities; 5) Submitting drawings, specifications, and cost estimates at 35%, 95%, and 100% completion stages; 6) Providing construction bid services to the Owner. Period of Performance The contract will be awarded in two phases: Phase 1 for Type A (Investigative Services) and Type B (Design) Services, followed by Phase 2 for Type C (Construction Administration) services executed via change order after the construction contract is awarded. Place of Performance The work will be performed at the Combined Support Maintenance Shop located at the Joint Forces Reserve Center in Eleanor, West Virginia. Bidder Requirements Vendors must be properly registered with the West Virginia Purchasing Division and must have paid any required fees. They are required to submit qualifications demonstrating experience with similar projects, including references and staff certifications. Additionally, vendors must comply with all applicable federal, state, and local laws.
