The Legislative Affairs Agency is soliciting proposals from qualified Contractors to provide and install modernized overhead lighting and lighting controls for the Senate and House Chambers at the Alaska State Capitol. This RFP and the included attachments are intended to encompass all labor, supervision, materials, tools, equipment, and disposal necessary to complete the Work. A more detailed description of the project including the work and products that is to be performed and installed is described in the attached RFP and attachments to the RFP shown below. All prospective Offerors are required to attend the pre-proposal meeting and site visit to be considered for award of the Contract. The mandatory pre-proposal meeting and site visit is scheduled for 2:00 pm Friday, January 23, 2026, at the Terry Miller Legislative Office Building, 129 6th Street, 1st floor Conference Room, Juneau, Alaska, (enter Terry Miller building at entrance near the corner of Seward and 5th Streets) with a site visit of the Capitol to follow. Following the meeting, the Agency will coordinate a site visit of the Capitol for the purpose of planning and preparing the Offeror's Proposal for this RFP. The site visit will be limited to 60 minutes, will be limited to certain areas of the facility, and all visitors attending will be required to follow current Legislative Building policies while on site.
Proposals must be received by the Procurement Manager no later than 2:00 P.M. Alaska Time on February 11, 2026. Late proposals will not be accepted. The Alaska State Legislature complies with the Title II of the Americans with Disabilities Act of 1990. Individuals with disabilities who may need auxiliary aids, services, and/or special modifications to submit a proposal should contact the Procurement Manager, no later than ten (10) days before bids are due to make any necessary arrangements. This RFP encompasses all labor, supervision, materials, tools, equipment, and disposal necessary to complete the work. Work Details The work includes the installation of modernized overhead lighting and lighting controls specifically for the Senate and House Chambers at the Alaska State Capitol. The successful contractor will be responsible for all aspects of the installation process as detailed in the attached specifications and drawings. This includes compliance with local building codes, obtaining necessary permits, and ensuring that all work meets regulatory requirements. The project site is located at the Alaska State Capitol Complex in Juneau, Alaska. Period of Performance The work can begin after the adjournment of the second legislative session of the 34th Alaska Legislature, anticipated to occur in May 2026. All work must be completed and installed no later than October 30, 2026. Place of Performance Alaska State Capitol Complex, 120 4th Street, Juneau, Alaska. Bidder Requirements Offerors must have a current valid Alaska business license when submitting their proposal. They must also comply with applicable provisions regarding professional registration and certification for contractors and subcontractors. Additionally, Offerors are required to provide a proposal security in the form of a Proposal Bond or certified check amounting to five percent of their proposal amount. If the contract exceeds $100,000, a performance bond and payment bond will also be required.
