Background The Delaware Department of Services for Children, Youth and Their Families (DSCYF) is responsible for managing services for children who have experienced abandonment, abuse, neglect, adjudication, and mental health and substance use conditions. The mission of DSCYF is to engage families and communities to promote the safety and well-being of children through prevention, intervention, treatment, and rehabilitative services. The Division of Youth Rehabilitative Services (DYRS) specifically serves youth involved with the juvenile justice system. This RFP seeks proposals for Comprehensive Medical Services and Dietician Services for youth in DYRS facilities. Work Details The contract includes two main service components: 1) Comprehensive Medical Services: A qualified agency will provide a medical team to deliver routine and emergency medical care at DYRS facilities. This includes administering medications, monitoring health conditions, and coordinating care with other professionals. The medical team must include a Medical Director, Physicians, Registered Nurses (RNs), and Nurse Managers. Responsibilities include conducting health evaluations upon admission, developing individualized care plans, prescribing medications, providing health education initiatives, and ensuring compliance with ACA standards. 2) Dietician Services: A licensed Dietitian will develop nutritionally balanced meal plans that meet the dietary needs of youth in care. Responsibilities include maintaining a Therapeutic Dietary Manual compliant with ACA standards, reviewing facility menus for compliance twice annually, providing nutrition education to staff and youth with special dietary needs, and consulting on dietary planning efforts. Period of Performance The contract period is anticipated to begin as soon as negotiated after the proposal selection process. Initial contracts will be for one or more years with the possibility of extension up to five years based on satisfactory performance. Place of Performance Services will be provided at DYRS facilities including Stevenson House Detention Center in Milford, New Castle County Detention Center in Wilmington (which houses pre-adjudicated youth), Ferris School (for adjudicated youth), and Residential Cottages for both males and females. Bidder Requirements Bidders must demonstrate experience working with youth in the juvenile justice system or similar populations. They must comply with all licensing requirements in Delaware and complete mandatory reporting training yearly. Additionally, bidders must pass criminal background checks for all staff who will have direct access to children.
