Administration Building, Murphy Cottage & Annex Building Finishes Renovations

Background

The State of Delaware, through the Office of Management and Budget and the Division of Facilities Management, is issuing a contract for renovations to the Administration Building, Murphy Cottage, and Annex Building. The goal of this contract is to enhance the interior finishes of these facilities as part of ongoing improvements to state properties.

Work Details

The project scope includes finish renovations to the existing Administration Building, Murphy Cottage, and Annex building. Specific tasks include: - Painting of existing interior wall surfaces, doors, and frames; - Gypsum board ceilings and soffits where applicable; - Installation of new carpet floor tile, VCT (Vinyl Composition Tile), and LVT (Luxury Vinyl Tile). Additionally, the scope encompasses polishing the existing terrazzo in the main stair of the Administration Building and refinishing the existing wood stairs and railings.

Period of Performance

The contract work is scheduled to commence after the bid opening on June 10, 2026, with specific timelines to be determined upon contract award.

Place of Performance

The renovations will take place at the Administration Building, Murphy Cottage, and Annex Building located in New Castle County, Delaware.

Bidder Requirements

Bidders must attend a mandatory pre-bid meeting on May 20, 2026. Each bid must include a bid security equivalent to ten percent of the bid amount. The successful bidder is required to post a performance bond and payment bond equal to 100 percent of the contract price upon execution. Bidders are encouraged to be Minority Business Enterprises, Disadvantaged Business Enterprises, Women-Owned Business Enterprises or Veteran-Owned Business Enterprises.
