This is a SOURCES SOUGHT ANNOUNCEMENT ONLY. The purpose of this sources sought is for market research to gain knowledge of potential sources for future needs including interested small business sources. This notice is for planning purposes only. All interested parties should respond. Kansas Air Nationl Guard, McConnel AFB, Kansas, will soon be soliciting for a project for Building 16 Generator PLC Upgrade. Work shall consist of but is not limited to the following: Inspect, troubleshoot, and repair or replace generator PLC controls. PLC is a Telmecanique/Advantys STBNMP2212 PLC Island and connected output modules controlling a Kohler 1.5 MW Diesel Generator set. Contractor is to troubleshoot and repair PLC to original installation parameters. Verify restored PLC/Generator set operations and communication. Ensure repairs with a function check of generator operations in standalone and parallel modes. There will be an option to install a Hot Switch Bypass. Refer to attached SOW. For this requirement, the small business size standard is $19 million for NAICS 238210. In the event small business contractors are not avaialble for adequate competition for this project, it may be advertised as unrestricted. NOTE: Prime contractor is required to subcontract with 3E Company (electrical Engineering & Equipment Co.) since they are the designated OEM regional representatvie of Kohler. Background The Kansas Air National Guard at McConnell AFB, Kansas, is seeking potential sources for the Building 16 Generator PLC Upgrade project. This sources sought announcement is intended for market research to identify interested small business contractors capable of fulfilling the requirements of this project. The goal is to upgrade the existing generator PLC controls to ensure operational efficiency and reliability. Work Details The scope of work includes: - Inspecting, troubleshooting, and repairing or replacing generator PLC controls; specifically, a Telmecanique/Advantys STBNMP2212 PLC Island and connected output modules controlling a Kohler 1.5 MW Diesel Generator set. - Replacing a total of 7 PLCs, including three PLCs and five I/O modules in Building 16. - Upgrading communication from Modbus to Ethernet by pulling seven CAT 5 cables. - Verifying system operation with existing hardware/software. - Installing components and wiring in anticipation of hardware upgrades. - Removing existing Momentum processors & Advantys I/O modules and replacing them with new M340 processors and I/O hardware. - Updating the communications network and verifying communication between devices. - Performing operator training after system verification. An optional task includes removing single points of failure by installing individual controllers for each generator's PLC. Place of Performance The work will be conducted at Building 16, McConnell Air Force Base, Wichita, Kansas.
