The Iowa National Guard requires technical instruction services for an Detecting Danger/Armed Suspects course for the Midwest Counterdrug Training Center. The period of performance will be a base period of approximately twelve (12) months (subject to change depending on award date) and four (4) 12-month option periods. Please review the attached DRAFT Performance Work Statement (PWS) and DRAFT Evaluation Criteria, and complete and return the Sources Sought Response Form no later than 10:00 am central time on Thursday, January 15, 2026. The Government will use your response to help determine if revisions to the PWS and/or Evaluation Criteria are necessary and select the appropriate set-aside if applicable, and response time for the solicitation.

Background The Iowa National Guard is seeking technical instruction services for a Detecting Danger/Armed Suspects course at the Midwest Counterdrug Training Center (MCTC). MCTC is one of five National Guard Counterdrug training programs that focuses on counternarcotics and counter transnational organized crime. Located at Camp Dodge Joint Maneuver Training Center in Johnston, Iowa, MCTC provides relevant curriculum aimed at impacting the illicit flow of drugs throughout the nation and supports federal, state, and local law enforcement agencies involved in counternarcotics missions. Work Details The contractor shall provide all personnel, equipment, tools, materials, supervision, and quality control necessary to design, develop, and instruct the Detecting Danger/Armed Suspects course. The course curriculum will focus on illicit narcotics interdiction, disruption of drug trafficking organizations, intelligence and analysis, narco-terrorism, homeland security, civil operations, and anti-drug coalition fundamentals. The contractor will also be responsible for preparing a hard copy student manual, slide presentation, and course vetting for the requested course. Additionally, the contractor must address specific questions regarding clarity of course requirements and adequacy of preparation time for proposals. Period of Performance The contract will have a base period of approximately twelve (12) months with four (4) additional option periods of twelve (12) months each. The exact dates and locations for each course iteration will be determined by MCTC. Place of Performance The contract will be performed at the Midwest Counterdrug Training Center located at Camp Dodge Joint Maneuver Training Center in Johnston, Iowa.
