The Iowa National Guard requires technical instruction services for a Basic Narcotic Investigations Course for the Midwest Counterdrug Training Center. The period of performance will be a base period of approximately twelve (12) months (subject to change depending on award date) and four (4) 12-month option periods. Please review the attached DRAFT Performance Work Statement (PWS) and DRAFT Evaluation Criteria, and complete and return the Sources Sought Response Form no later than 10:00 am central time on Thursday, January 15, 2026. The Government will use your response to help determine if revisions to the PWS and/or Evaluation Criteria are necessary and select the appropriate set-aside if applicable, and response time for the solicitation.

Background The Iowa National Guard requires technical instruction services for a Basic Narcotic Investigations Course for the Midwest Counterdrug Training Center (MCTC). The MCTC is one of five National Guard Counterdrug training programs that provides relevant curriculum focused on counternarcotics and counter transnational organized crime. MCTC is located at Camp Dodge Joint Maneuver Training Center in Johnston, Iowa, and aims to support federal, state, and local law enforcement agencies with current and relevant training to enhance national security. Work Details The contractor shall provide all personnel, equipment, tools, materials, supervision, and quality control necessary to design, develop, and instruct a Basic Narcotic Investigations Course. The course will cover various topics including: narcotic investigations overview and history; narcotic officers’ roles and responsibilities; drug identification and recognition; current narcotics threats; integrity and ethics for narcotics investigators; operating in a multijurisdictional environment; informants management; tactical narcotics mission operational planning; conducting warrantless searches; legal aspects of interview and interrogation; lab investigations safety overview; physical surveillance operations; electronic surveillance techniques; search methodology; money laundering basics; and undercover investigations. The contractor must also ensure that the course content is unique to this course and does not duplicate other courses provided by MCTC or other National Guard Counterdrug Training Centers. Place of Performance The services will be performed primarily at the MCTC main campus at Camp Dodge in Johnston, Iowa, as well as at various locations within the MCTC service area which encompasses all 54 states and territories.
