The Iowa National Guard requires technical instruction services for a Highway Drug Investigations for Patrol Course for the Midwest Counterdrug Training Center. The period of performance will be a base period of approximately twelve (12) months (subject to change depending on award date) and four (4) 12-month option periods. Please review the attached DRAFT Performance Work Statement (PWS) and DRAFT Evaluation Criteria, and complete and return the Sources Sought Response Form no later than 10:00 am central time on Thursday, January 15, 2026. The Government will use your response to help determine if revisions to the PWS and/or Evaluation Criteria are necessary and select the appropriate set-aside if applicable, and response time for the solicitation.

MCTC is located at Camp Dodge Joint Maneuver Training Center in Johnston, Iowa, and serves federal, state, and local law enforcement agencies by offering relevant training designed to improve their operational effectiveness. Work Details The contractor will be responsible for designing, developing, and instructing a comprehensive Highway Drug Investigations for Patrol course. Key tasks include: 1. Providing all personnel, equipment, tools, materials, supervision, and quality control necessary for course delivery. 2. Conducting six course iterations during the base period and up to twelve iterations during each option period based on funding and need. 3. Delivering instruction on topics such as: - Introduction to Highway Drug Interdiction - Professional Police Approaches to Highway Drug/Criminal Interdiction - Guidelines for lawful traffic stops - Officer safety and investigative interviewing techniques - Vehicle searches and contraband concealment - Post-interdiction investigations and report writing. 4. Administering pre-tests and post-tests to assess student knowledge before and after the course. 5. Incorporating practical exercises that simulate real-life highway drug investigations to reinforce learning objectives. Period of Performance The contract will have a base period of approximately twelve (12) months with four (4) additional option periods of twelve (12) months each. The specific dates for course iterations will be determined by MCTC. Place of Performance Services will primarily be conducted at the MCTC main campus in Camp Dodge, Johnston, Iowa, as well as various locations within the MCTC service area covering all 54 states and territories.
