Background The City of Georgetown, a Texas home-rule municipal corporation, is seeking to establish an employee benefits program aimed at attracting and retaining high-quality employees. The goal is to maintain the reliability and quality of benefits for employees, dependents, and retirees while evaluating options that maximize benefits in a fiscally responsible manner. The contract will involve Third Party Administration services for Medical and Prescription plans, as well as various health-related services. Work Details The City requests proposals from qualified insurance carriers and administrators for the following services: 1. Third Party Administration (TPA) of Medical and Prescription Plans; 2. Medical Provider and Prescription Plan Network; 3. Onsite Registered Dietitian or Health Coach; 4. Chronic Disease Management Programs; 5. Mental Health Services Programs. Proposers may submit bids for any combination of these services or all services. Enrollment requirements include on-site annual enrollment at a City facility for each line of coverage, with materials provided prior to the open enrollment period. Reporting requirements include monthly, quarterly, and annual reports illustrating claims and enrollment data. Period of Performance The contract will be effective upon mutual agreement between the City and the successful proposer, with an initial term of twelve (12) months starting from January 1 to December 31, accompanied by a three-year rate guarantee. The agreement may be renewed for up to four additional one-year terms. Place of Performance Services will be performed within the City of Georgetown, Texas. Bidder Requirements Proposers must have a minimum of five years of experience providing relevant services, maintain proper licensing, comply with all federal, state, and local laws related to the specified services, and provide references. Proposals must also demonstrate clarity in addressing all sections within the RFP.
