Technical Grade Methanol

Background

EPWater, the agency responsible for water utilities in El Paso, Texas, is seeking proposals for the procurement of Technical Grade Methanol. This solicitation aims to support the Utility's legislative and regulatory priorities by ensuring a reliable supply of methanol for operational needs. The contract will be awarded based on the evaluation of proposals submitted by qualified firms.

Work Details

The successful bidder will provide Technical Grade Methanol with an estimated annual usage of 200,000 gallons. Each delivery must consist of full tank loads, approximately 7,500 gallons per load, with no partial loads accepted. The methanol must be manufactured in the United States and meet specific quality standards: - Specific gravity of 0.791 - 0.793 at 20 degrees C - Minimum purity of 99.8% by weight - Maximum water content of 0.10% by weight. Additionally, all deliveries must include a certified weight ticket and a Certificate of Analysis confirming compliance with the specified standards. The supplier is required to maintain sufficient production or storage capacity to meet EPWater's demand and provide emergency delivery within 24-48 hours upon request.

Period of Performance

The contract will commence upon award by the Public Service Board and will last for one year, with the possibility of extending for up to four additional one-year periods based on mutual agreement.

Place of Performance

Deliveries will be made to the Fred Hervey Water Reclamation Plant located at 11700 Railroad Drive, El Paso, Texas 79924.

Bidder Requirements

Bidders must provide a current Safety Data Sheet (SDS) with their proposal; failure to do so may result in disqualification. Additionally, bidders are required to submit evidence of experience in delivering Technical Grade Methanol along with references from similar utility contracts. Compliance with all applicable AWWA, OSHA, DOT, and EPA standards is mandatory.
