Background

EPWater is soliciting proposals for Liquid Ferric Chloride, which will be used as a coagulant in drinking water treatment. The goal of this contract is to ensure a reliable supply of Liquid Ferric Chloride for the treatment process, adhering to safety and quality standards as outlined in the solicitation. The contract will be awarded based on the evaluation criteria set forth in the RFP, which includes experience, cost, and reliability.

Work Details

The contractor will provide Liquid Ferric Chloride that meets the following specifications: 1. Contain between 38% and 42% Ferric Chloride by weight with a minimum Ferric Iron content of 13% by weight. 2. Be manufactured from approved NSF raw materials. 3. Conform to AWWA Standard B407 for Liquid Ferric Chloride, including limits on impurities such as free acid (not exceeding 1.0%), ferrous iron (not more than 2.5%), and total insoluble matter (not more than 0.2%). 4. Deliveries will typically consist of one full tanker truck or approximately 4,500 gallons, with orders placed on an as-needed basis (typically 3-4 trucks per week). The supplier is responsible for unloading and placement into specified storage tanks (30,000-gallon, 10,000-gallon, or 5,000-gallon). A current Safety Data Sheet (SDS) must accompany each bid submission.

Period of Performance

The contract will commence upon award by the Public Service Board and will last for one year, with the possibility of four additional one-year extensions upon mutual agreement.

Place of Performance

Deliveries will be made to various EPWater facilities located in El Paso, Texas including Jonathan Rogers Water Treatment Plant, Upper Valley Water Treatment Plant, and Robertson/Umbenhauer Water Treatment Plant.

Bidder Requirements

Bidders must provide evidence of experience in delivering Liquid Ferric Chloride to similar-sized utilities within the last five years. They must also submit a Certificate of Analysis demonstrating compliance with required specifications and provide references from three facilities where they have supplied similar products.
