Background The SeaPort CNSP - Readiness Assistance Training Team (RATT) Support contract is issued by the Commander, Naval Surface Forces, Pacific Fleet (CNSP/COMNAVSURFPAC). Work Details The contractor will provide Readiness Assistance Training Team (RATT) support services which include: 1. Conducting ship training visits to improve Sailor proficiency in operation and maintenance of ship systems. 2. Generating lists of material discrepancies noted during visits for inclusion in final reports. 3. Coordinating and scheduling ship visits, ensuring no concurrent training events with common training equities occur aboard the same ship unless approved. 4. Providing tailored training requirements based on pre-visit contact with ship leadership. 5. Assembling teams of relevant senior Subject Matter Experts (SMEs) for ship visits. 6. Developing cost visit/travel estimates for RATT events requiring travel, with approximately 30% occurring in OCONUS locations. 7. Conducting comprehensive material condition assessments for installed equipment and systems relevant to the focus of each visit, including generating documentation for deficiencies and poor practices observed during assessments. Period of Performance Base Period: October 1, 2026 - September 30, 2027; Option Year 1: October 1, 2027 - September 30, 2028; Option Year 2: October 1, 2028 - September 30, 2029; Option Year 3: October 1, 2029 - September 30, 2030; Option Year 4: October 1, 2030 - September 30, 2031. Place of Performance The primary place of performance will be aboard Navy ships primarily located in San Diego, CA; Everett, WA; Pearl Harbor, HI; Sasebo, Japan; Yokosuka, Japan; and Singapore. Bidder Requirements Bidders must be certified as a Service-Disabled Veteran-Owned Small Business (SDVOSB). Contractor personnel must possess a SECRET security clearance at the time of proposal submission and maintain it throughout the contract period. Key personnel qualifications include extensive experience in naval operations and maintenance processes.
